He was born to Clint and Georgia (Warren) Welch on December 2, 1926, in DeLeon, Texas. While growing up in Beattie, Texas, on the family farm, he received the nickname of Cotton, due to his cotton white hair, which stuck with him for the remainder of his life, even though his hair darkened as he aged.

After graduation from Beattie High School, he served for 2 years as military police in the Army, during WWII. Upon returning home, Cotton met and married the love of his life, Florence Jo Coan on June 2, 1951. To this union were born 2 children, Travis and Judy. After many years of farming and ranching in the Beattie community, Cotton stayed busy during retirement with numerous projects. Cotton loved basketball and was a big supporter of school athletics. He loved watching his kids, grandkids, and great grandkids in their athletic events. He was a fan of the Dallas Mavericks, the Texas Rangers, and Dallas Cowboys. He also loved traveling the states to see the wonders of nature with family and friends. He was a long time member of a bowling league.
